Recurrent heatwaves across Europe are a reminder that climate action is needed through both mitigation and adaptation strategies. 75% of the emissions come from cities and the building sector alone is responsible for around 40% of CO2 emissions globally. Place-based policies have a role to play as opportunities and challenges, especially in the energy sector, vary across geographies. Regions and cities are already driving sustainable development action, but multi-level governance is critical to unlock the full potential of a territorial approach and to address capacity gaps as well as path-dependency in regions dominated by fossil fuels.

How can European cities and regions accelerate climate action while addressing local priorities? How to scale up the generation and use of clean energy in cities? How can local, regional, national, and EU policies be better aligned? Which governance models are proving most successful in delivering climate neutrality and resilience? How to enforce the energy transition in rural areas without triggering tensions?
